The court ordered that Gray submit an amended complaint (sign the form, allege violations concerning only himself and not the entire group, include specific factual claims against each defendant) and pay the filing fee or file an application to proceed without prepayment, within thirty days. The petitioner failed to timely comply with this order, so the court dismissed the complaint.
