Although the NEOCC (where Jones was being held) had confirmed COVID-19 cases, the petitioner did not cite any medical vulnerabilities or conditions that would put him at risk of complications from contracting the virus. Jones also did not actually have symptoms or exposure to COVID-19, only a generalized fear of contracting it in the future. In summary, the court held that "generalized fear of contracting COVID-19 is not a compelling reason that warrants temporary release."
